On the occasion of the annual meeting of the Supreme Audit Institutions (SAIs) of NATO’s 32 member states, held at NATO Headquarters on Thursday 21 May 2026, Mr. Lepers signed new cooperation agreements with the Supreme Audit Institutions of Iceland, Slovakia, and Lithuania . These agreements further reinforce the close relationship between IBAN and the national audit institutions of Allied countries, fostering greater cooperation in the fields of public sector auditing, professional development, and institutional capacity-building. 1 / 4 BACK The agreements were signed by Sébastien Lepers, the Chair of the IBAN, respectively with: Mr. Guðmundur Björgvin Helgason , Auditor General of Iceland; Mr. Jaroslav Ivančo , Vice-President of the Supreme Audit Office of the Slovak Republic; Ms. Irena Segalovičienė , Auditor General of the Republic of Lithuania. These partnerships reflect a shared commitment to strengthening cooperation among audit institutions, promoting the exchange of expertise and best practices, encouraging innovation in audit methodologies, and supporting a common culture of integrity, accountability, and performance. In an increasingly complex security environment, independent external audit and effective public oversight play a critical role in reinforcing trust, resilience, and good governance. By working more closely together, Supreme Audit Institutions contribute to stronger institutions and enhanced confidence among Allies. A particularly significant milestone was reached with the signature of a cooperation agreement between IBAN and the Accounting Chamber of Ukraine , signed by Mr. Sébastien Lepers and Ms. Olga Pishchanska , Chairwoman of the Accounting Chamber of Ukraine. This agreement carries special importance for several reasons. It was endorsed by the North Atlantic Council representing NATO’s 32 Allied nations and constitutes the first cooperation agreement ever concluded by IBAN with the Supreme Audit Institution of a non-NATO member state. It also represents a strong expression of support for the work carried out by Ukraine’s external audit institution under exceptionally challenging wartime circumstances. The cooperation framework will initially focus on the exchange of audit methodologies and professional practices, knowledge-sharing, capacity-building initiatives, and the promotion of international standards of public sector governance and accountability. These agreements demonstrate IBAN’s conviction that strong and independent audit institutions are essential pillars of democratic resilience. At a time of growing geopolitical uncertainty, international cooperation among public auditors contributes directly to transparency, effective stewardship of public resources, institutional credibility, and collective trust. IBAN extends its sincere appreciation to its Icelandic, Slovak, Lithuanian, and Ukrainian counterparts for their commitment to strengthening professional cooperation and advancing the principles of accountability and good governance.
