Click the button to return to the page you were on and log in with your new password. 23 March 2026 3 MIN READ On 20th March 2026, LtGen Remigijus Baltrėnas, Director General of the International Military Staff (DGIMS), delivered a keynote speech at the international Baltic Military Conference in Vilnius, Lithuania. DGIMS provided his point of view on a very sensitive and relevant topic: “Generating and Sustaining War-Fighting Readiness”, during a panel chaired by Major General Sean Flynn, Deputy Chief of Staff for Operations, Allied Joint Force Command Brunssum. Other panelists who contributed to the discussion were: LtGen (MC) Dr Nicole Schilling, Vice Chief of Defence, Federal Ministry of Defence, Germany; MGen John R. Pippy, Adjutant General of the Pennsylvania National Guard, United States; Gen (ret.) Sir James Everard KCB CBE, Former Deputy Supreme Allied Commander Europe (DSACEUR), NATO; Gen (ret.) Jim McConville, Former Chief of Staff of the United States Army. LtGen Baltrėnas outlined that NATO - in a rapidly evolving security environment - needs to sensibly speed up decisions by implementing a new approach: “The strategic military decision process depends on the 32 NATO nations, and their consensus-based decisions. During periods of peace, we have the privilege of time to discuss each decision politically, but during crisis or – worse – in a conflict, these discussions may slow down the most important decisions. I believe we should look at the whole process and see where – in each step - there may be margins of improvement to speed up decisions, hence to timely react to threats and challenges, while preserving consensus and respect national positions, of course.” During the discussion on how to sustain war-fighting readiness and be always up to speed in terms of timely decisions, DGIMS also added that “At the NATO Summit in Hague, nations agreed to commit 5% from their GDP for the defense and deliver proper military capabilities. And now, in the fast-changing nature of the war fighting environment, nations are facing dilemmas to search for the balance between meeting requirements, generating, developing, delivering and sustaining those capabilities, at the same time.” This year’s conference theme was “Building a Fortress of Strength,” underlining the efforts of strengthening of Europe’s defense capabilities, the challenges of a new era of warfare, and the need for a coordinated response to the actions of hostile states. This is the only international strategic-level conference of its kind in Lithuania, providing a unique platform for cooperation and high-level discussions. The conference was considered very relevant by all participants, in particular for addressing key military strategic issues, like strengthening NATO deterrence and defense, enhancing the capabilities of allies and partners, with the aim of effectively responding to evolving threats and ensuring NATO’s collective defense. The Baltic Military Conference was held under the patronage of the President of the Republic of Lithuania, Gitanas Nausėda. It is organized sixth time annually by the Ministry of National Defence, in cooperation with the General Jonas Žemaitis Military Academy of Lithuania. The Lithuanian Armed Forces are a partner of the event.
