European Commission - Press release Commission greenlights Latvia's fifth and final payment request for €504 million under NextGenerationEU Brussels, 3 November 2026 Today, the European Commission greenlighted Latvia's fifth and final payment request for €504 million under the Recovery and Resilience Facility, the centrepiece of NextGenerationEU. This represents an important step in delivering the reforms and investments linked to this payment request across key areas such as energy efficiency, flood risk infrastructures, health, digitalisation, housing and transport. The Commission found that Latvia has satisfactorily fulfilled the 25 milestones and 31 targets of this fifth and final payment request set out in the Council Implementing Decisions. Flagship measures in this payment request include: More affordable housing , with over 300 new affordable rental apartments completed. Stronger higher education, scientific excellence and governance , aimed at enhancing the international competitiveness of Latvia's higher education institutions. Modernisation and infrastructure upgrades , including the electrification of railway lines, the construction of eight new disaster management centres, the upgrading of flood-protection infrastructure, and the provision of new equipment and improved infrastructure in schools and hospitals. Next steps The Commission has sent its preliminary assessment of Latvia's fulfilment of the milestones and targets required for this payment to the Economic and Financial Committee (EFC), which has four weeks to deliver its opinion. The payment to Latvia can take place following the EFC's opinion, and the adoption of a payment decision by the Commission. Background Latvia submitted its fifth and final payment request on 30 September 2026. Latvia's recovery and resilience plan includes a wide range of investments and reforms. The plan is being financed with €1.97 billion (grants only). It combines investments in the green and digital transitions with reforms aiming to strengthen economic and social resilience, reduce regional and social inequalities, and address long-standing structural challenges. Key reforms and investments focus on energy-efficient buildings and renewable energy, sustainable mobility and modernised transport infrastructure, digital public services and skills, stronger healthcare and education systems, research and innovation, affordable housing, and improved social support. Today's payment request would bring the total funds paid out to Latvia under the Recovery and Resilience facility to €1.97 billion (including €264 million in pre-financing it received in September 2021). This means that 100% of the total funds allocated under the Latvian plan will be delivered once the Council has also greenlighted this payment request, with all 187 milestones and targets in the plan successfully fulfilled.
