These payments reflect the successful delivery of key reforms and investments set out in the three countries' recovery and resilience plans. They help turn EU commitments into real improvements in people's daily lives, while supporting a more sustainable, resilient and competitive economy in each country. Following the favourable opinion of the Economic and Financial Committee of the Council and the payment decisions of the Commission, the funds were disbursed today. France The Commission today disbursed €6.1 billion to France , marking the fifth and final payment to the country under the RRF. The measures linked to this payment request include, among others: investments in the energy renovation of more than 1,000 public buildings and nearly 400,000 private homes through MaPrimeRénov ; the renovation of more than 140 cathedrals and historical monuments to preserve cultural heritage; increased public research funding to reinforce the link between science and the economy; and reforms to strengthen occupational health and safety at work, including the certification of the first inter-enterprise occupational health and safety services. France submitted its fifth and final payment request on 26 June 2026 . The request covered 10 milestones and 17 targets , corresponding to important steps in the delivery of reforms and investments that will drive positive change for citizens in France. With today's disbursement, France has now received 100% of the funding allocated under its plan , with all 176 milestones and targets successfully fulfilled. Austria The Commission today disbursed €306 million to Austria , following the fulfilment of a broad set of milestones and targets under its recovery and resilience plan . Today's disbursement follows Austria's fifth payment request, submitted on 29 July 2026 and positively assessed by the Commission on 29 September 2026 . The request covered 8 milestones and 10 targets , corresponding to important steps in the delivery of reforms and investments that will drive positive change for citizens in France. With this final payment, Austria has now received €3.96 billion , equivalent to 100% of its total RRF allocation . The measures linked to this payment request include, amongst others: financial incentives supporting the purchase of more than 42,000 zero-emission vehicles ; the digitalisation of public administration through the connection of five government entities to a central electronic document and case-management platform; reforms modernising the legal framework for healthcare professions and hospital organisation; and support for nature and biodiversity protection, with municipalities achieving environmental certification under Luxembourg's Naturpakt . Luxembourg submitted its third payment request on 24 July 2026. The request covered 5 milestones and 4 targets, corresponding to important steps in the delivery of reforms and investments that will benefit citizens and businesses in Luxembourg. With this third payment, Luxembourg has now received 76% of its total allocation under the plan. Background The Recovery and Resilience Facility is a performance-based instrument. This means that Member States receive payments only once they have satisfactorily fulfilled the milestones and targets set out in their national recovery and resilience plans. The RRF continues to support ambitious reforms and strategic investments across the European Union, contributing to a cleaner, more digital and more resilient economy. As the instrument approaches its conclusion, all reforms and investments had to be completed by 31 August 2026, all payment requests submitted by 30 September 2026 and all corresponding payments must be carried out by 31 December 2026. An interactive map showcasing examples of reforms and investments supported by the RRF is available online. Further details on the RRF payment claim process are also available online.
