European Commission - Press release Commission greenlights France's final payment request of €6.1 billion under NextGenerationEU Brussels, 29 September 2026 Today, the European Commission positively assessed France's fifth and final payment request for €6.1 billion under the Recovery and Resilience Facility , the centrepiece of NextGenerationEU . With this request, France has implemented all the reforms and investments linked to its recovery and resilience plan – corresponding to €40.3 billion. This marks a major and final milestone in the implementation of the RRF and shows France's commitment to delivering reforms and investments under its Recovery and Resilience plan. Today's payment request consists of the outstanding 10 milestones and 17 targets set out in the Council Implementing Decision , which the Commission has found satisfactorily fulfilled. These correspond to reforms and investments in transport infrastructure, hydrogen, digitalisation of public services, cultural heritage renovations, modernisation of hospitals and health care facilities, and energy renovations of public and private buildings. Flagship measures in this payment request include: Boosting energy efficiency by supporting the energy related renovation of more than 1,000 public buildings, as well as nearly 400,000 private homes through MaPrimeRénov. Strengthening health and safety at work by certifying the first cross-company occupational health and safety services. Supporting cultural heritage by renovating more than 140 cathedrals and national historical monuments belonging to the State or to local authorities. Enhancing the contribution of science to the economy through increased public research funding. Next steps The Commission has now sent its preliminary assessment to the Economic and Financial Committee (EFC), which has four weeks to deliver its opinion. The payment to France can take place following the EFC's opinion, and the adoption of a payment decision by the Commission later. Background France submitted its payment request on 26 June 2026. The French Recovery and Resilience plan – underpinned by €40.3 billion in grants – includes a wide range of investment and reform measures supporting employment, skills, youth inclusion, health, ecological and energy transition, mobility, public administration modernisation, and research and innovation. Today's payment request would bring the funds paid out to France under the Recovery and Resilience Facility to €40.3 billion . This means that 100% of the funding allocated to France under its recovery and resilience plan will be delivered once the Council has also greenlighted today's payment request, with all the 176 milestones and targets successfully fulfilled. With a view to the closure of the Facility at the end of 2026, Member States had to implement all outstanding milestones and targets by 31 August 2026 and must submit their final payment requests by the end of September 2026.
