European Commission - Speech [Check Against Delivery] Closing Remarks by Commissioner Lahbib at the Sudan Conference in Berlin Berlin, 15 April 2026 Everything we have heard today points in one direction: to end the suffering, we must act together. To help break this cycle of violence and impunity, and to prevent more atrocities, I am pleased to announce that the EU is looking forward to joining the Coalition on Atrocity Prevention and Justice in Sudan. The crisis in Sudan is man-made. The violence by the warring parties and their sponsors is driving the humanitarian catastrophe. We all have a responsibility to push for peace and bring this suffering to an end. The Sudanese people need an immediate ceasefire. From day one, the EU and our Member States have kept Sudan high on the international agenda, pushing for action and strong financial support. Last year, we covered one-third of the global humanitarian response. Despite a difficult global context, Team Europe is stepping up again with even more funding this year than last year. In addition to over €360 million made available by the European Commission, today EU Member States are pledging over €451 million euros, bringing the Team Europe total to more than €811 million for support inside Sudan and in refugee-hosting neighbouring countries. This includes over €215 million euros for Sudan and over €145 million for neighbouring countries hosting refugees. Sudan remains the EU's largest humanitarian commitment in Africa. Let me stress one point: Sudanese responders are at the heart of this funding. The European Union is serious about localisation. From this year, at least 25% of our humanitarian funding will go to local organisations because they are the ones who can reach people everywhere, even where others cannot. But funding alone is not enough. Sudanese responders also need protection. They face the highest risks, but too often receive the least support. The European Union refuses to accept that being killed is part of the job. We have created the Protect Aid Workers programme to provide relocation, legal support, medical care, and psychosocial support. We have already helped over 400 humanitarians, a quarter of them are Sudanese. That tells you how dangerous this work is. We need respect for International Humanitarian Law. Attacking an aid worker is not collateral damage, it is a crime. Humanitarian workers must be protected. This is a legal obligation for all parties and those who violate it must be held accountable. To every humanitarian worker here and in Sudan, I would like to say thank you. Thank you for your courage and your compassion. We stand with you.
