European Commission - Press release Commission greenlights Slovenia's fifth payment request for €266.8 million under NextGenerationEU Brussels, 2 March 2026 Today, the European Commission positively assessed Slovenia's fifth payment request for €266.8 million under the Recovery and Resilience Facility (RRF), the centrepiece of NextGenerationEU. This is an important step in the delivery of the reforms and investments tied to this payment request, in the areas of pensions, healthcare, sustainable transport, water management as well as preparedness and response to climate-driven disasters. The Commission found that Slovenia has satisfactorily completed eight milestones and eight targets set out in the Council Implementing Decision. Flagship measures in this payment request include: Healthcare and pension system reform : improving the quality, accessibility, and financial sustainability of Slovenia's healthcare system. The reforms improve service accessibility and implement better management practices in public health institutions to ensure long-term affordability. At the same time, the pension system is being reformed, securing the system's long-term sustainability while ensuring fair pension levels . Civil protection training hub : establishing a dedicated training facility to enhance the preparedness of civil protection and disaster response teams , with a specialised focus on wildfire management . Next steps The Commission has sent its preliminary assessment of Slovenia's fulfilment of the milestones and targets required for this payment to the Economic and Financial Committee (EFC) of the European Union, which has four weeks to deliver its opinion. The payment to Slovenia can take place following the EFC's opinion, and the adoption of a payment decision by the Commission. Background Slovenia submitted its fifth payment request on 19 December 2025. Slovenia's recovery and resilience plan includes a wide range of investment and reform measures supporting social, climate and digital transition objectives, such as increasing resilience of the healthcare's system, setting-up long-term care system and improving access to affordable housing, decarbonisation of the economy, and digital transformation of the economy, public administration and public sector. The plan will be financed by €2.14 billion, of which €1.61 billion in grants and €526 million in loans. This payment request will bring the funds paid out to Slovenia under the RRF to €1.77 billion. With a view to the closure of the Facility at the end of 2026, Members States must implement all outstanding milestones and targets by August 2026 and submit last payment requests by the end of September.
